Probably a good program but you don't reform a large institution with a program, no matter how positive. You reform by changing the incentive structure of the whole thing. There are other ways but probably constitute revolution rather than reform.

Looks like what a university should be in the first place. Either that, or the Lyceum is just a university-within-a-university!

I agree with you about the incentive structures. They are all wrong in the post-1945 research university.
Worse in K-12 and I have experience in both.
