The two state solution for CA is essential as you proposed. Similar needs to happen elsewhere. IL, NY, OR, WA, NV, CO come to mind. A warning though. The correlation of forces is not adequate to allow conservatives to upset the national balance of power which always seems to be the goal. Thus, we need a new Missouri Compromise. We get New CA, they get DC and so on. The win is more homogeneous states.
