Almost everyone lacks basic civics knowledge and has for a long time. Back in 1965, my high school government teacher got possession of a copy of the Mississippi "literacy " test. It was really a civics test with a heavy emphasis on the Constitution. They only gave it to blacks, of course, but few whites could have passed it. As a proof of the last assertion, she administered the test to about 75 middle class white students and 3 government teachers. Only she and I passed it. The test was not unfair as a measure of civics knowledge. Only the discretion as to who had to take it to vote was unfair. I looked forward to being the only eligible voter but alas.
